Plain English

IDAPA 45.01.01 § 012 establishes that the Idaho Human Rights Commission interprets the Idaho Human Rights Act in alignment with the Act's stated purposes under Section 67-5901, Idaho Code, and in harmony with applicable federal anti-discrimination laws. This means the Commission does not read the state law in isolation but instead uses federal civil rights frameworks as a guiding reference when applying state provisions. The practical effect is that interpretations of state housing discrimination rules tend to mirror federal standards where the two overlap.

For Property Managers

Under IDAPA 45.01.01 § 012, property owners and managers should be aware that the Idaho Human Rights Commission applies state anti-discrimination rules in a way that is consistent with federal fair housing law. Compliant operators generally align their policies and practices with both state and federal anti-discrimination standards, since the Commission treats those frameworks as mutually reinforcing. Familiarity with federal fair housing requirements is therefore relevant to understanding how the Commission will read Idaho's own rules.

For Tenants

IDAPA 45.01.01 § 012 means that when the Idaho Human Rights Commission evaluates a complaint, it interprets state law alongside federal anti-discrimination protections, potentially broadening the analytical framework applied to a housing dispute. Tenants who believe they have experienced discrimination may file a complaint with the Commission knowing that both state and federal standards inform how their claims are reviewed. Tenant-rights organizations can help individuals understand how this interpretive approach may be relevant to a particular type of housing discrimination concern.
