Operative Text
The authority is authorized to make and contract to make annual payments to a housing owner on behalf of a qualified tenant as those terms are defined in this part, in amounts and under circumstances as are prescribed by the authority pursuant to rules adopted by the authority. [L 2006, c 180, pt of §2; am L 2007, c 223, §1]
Hawaii Revised Statutes § 356D-151 establishes a rent supplement program under which the Hawaii Public Housing Authority may make annual payments directly to housing owners on behalf of eligible tenants. The amounts paid and the conditions under which payments are made are set by the Authority through its own rulemaking process. This provision creates the legal framework for the program but leaves the specific dollar figures and qualifying criteria to be defined in administrative rules.
Plain English — not legal advice.
Under § 356D-151, housing owners who participate in the rent supplement program may receive annual payments from the Hawaii Public Housing Authority on behalf of qualified tenants. Compliant operators generally familiarize themselves with the Authority's administrative rules to understand eligibility requirements, payment amounts, and contractual obligations before entering into agreements. Maintaining proper documentation of tenant qualifications and payment terms is a standard practice for owners participating in this type of program.

Section § 356D-151 creates a legal basis for rent supplement assistance, meaning eligible tenants may have a portion of their rent covered through annual payments made by the Hawaii Public Housing Authority directly to their housing owner. Tenants who believe they may qualify can generally inquire with the Authority about eligibility criteria and application procedures as defined in its administrative rules. Tenant-rights organizations in Hawaii can also help individuals understand whether this program may apply to their housing situation.
