Operative Text
9900.1 The provisions of this chapter are issued pursuant to the authority under the Short- Term Rental Regulation Act of 2018, effective April 25, 2019 (D.C. Law 22-307; D.C. Official Code § 30-201.01 et seq.) and Mayor’s Order 2020-104, dated October 13, 2020. 9900.2 The provisions of this chapter shall be applicable to all short-term rentals as defined by this chapter.
D.C. Mun. Regs. tit. 14 et seq. § 14-9900 establishes the legal foundation for the District of Columbia's short-term rental regulatory framework, drawing its authority from the Short-Term Rental Regulation Act of 2018 and Mayor's Order 2020-104. The provision makes clear that the rules contained in this chapter apply broadly to all short-term rentals as that term is defined within the chapter. It functions as the jurisdictional and applicability anchor for the entire set of short-term rental regulations that follow.
