14 DCMR § 14-4199
DEFINITIONS
Operative Text
4199.1 The provisions of § 3899 of Chapter 38 of this title and the definitions set forth in that chapter shall be applicable to this chapter. 4199.2 The provisions of § 3816 of Chapter 38 of this title shall be applicable to the calculation of any time periods provided by this chapter.
D.C. Mun. Regs. tit. 14 § 14-4199 is a definitional and procedural cross-reference provision. It establishes that the definitions found in Chapter 38 (§ 3899) govern the terms used throughout this chapter, and that the time-period calculation rules from § 3816 of Chapter 38 apply whenever this chapter specifies a deadline or duration. In effect, readers must look to Chapter 38 to understand key terms and to count any days or time windows referenced in this chapter.
Plain English — not legal advice.
Property owners and managers operating under this chapter should be aware that § 14-4199 anchors the meaning of defined terms to Chapter 38, § 3899, rather than defining them independently. Compliant operators generally familiarize themselves with those cross-referenced definitions and apply the time-calculation method set out in § 3816 when computing any deadlines this chapter imposes. Consulting both chapters together is standard practice when interpreting obligations or filing windows under this regulatory framework.

Under § 14-4199, tenants should know that the rights and obligations described in this chapter are interpreted using definitions drawn from Chapter 38, § 3899, and that any time periods—such as notice windows or response deadlines—are calculated according to § 3816. Understanding those cross-referenced provisions can be important when evaluating whether a landlord has met a deadline or whether a tenant's own response is timely. Tenant-rights organizations familiar with D.C. housing regulations can help explain how these cross-references apply in practice.
