Operative Text

14 DCMR § 14-399
399.1 The provisions of section 199 of chapter 1 of this title and the definitions set forth in that section shall be applicable to this chapter.
Source: Legislative text reproduced verbatim
Plain English

D.C. Mun. Regs. tit. 14 et seq. § 14-399 is a definitional cross-reference provision: it directs readers to the definitions found in § 14-199 (chapter 1 of title 14) and makes those definitions equally applicable to the chapter governed by § 14-399. In practice, this means that any term used throughout this chapter carries the same meaning established in that earlier section. The provision itself does not create new rights or obligations but ensures consistent interpretation across the regulatory framework.

For Property Managers

Property owners and managers operating under the chapter covered by D.C. Mun. Regs. tit. 14 et seq. § 14-399 should be aware that the defined terms in § 14-199 govern how language throughout this chapter is read and applied. Compliant operators generally familiarize themselves with those cross-referenced definitions so that their practices align with the regulatory meanings—not just everyday usage—of key terms. Consulting the full text of § 14-199 alongside § 14-399 is a standard step when interpreting obligations under this chapter.

For Tenants

Tenants whose housing situations fall under the chapter referenced by D.C. Mun. Regs. tit. 14 et seq. § 14-399 should know that the definitions in § 14-199 shape how terms in this chapter are interpreted, which can affect how rights and protections are understood. If a dispute turns on the meaning of a particular term, § 14-399's cross-reference to § 14-199 is the starting point for that interpretation. Tenant-rights organizations in the District of Columbia can help explain how these defined terms apply in practice.
