14 DCMR § 14-3905
PARTIES
Operative Text
3905.1 In order to achieve uniformity of pleadings before the Rent Administrator in all proceedings arising under the Act, all cases arising from complaints and petitions shall be properly captioned as provided in this section. 3905.2 Captions shall contain the name of the owner of the housing accommodation as listed on the registration statement and any other petitioner or respondent named by the filing party. 3905.3 Captions shall contain the name of each tenant or tenant association that is a party to the proceeding, in accordance with § 3904.
Under D.C. Mun. Regs. tit. 14 et seq. § 14-3905, all complaints and petitions filed before the Rent Administrator must follow a standardized caption format to ensure consistency across proceedings. The caption must identify the housing accommodation's owner as listed on the registration statement, along with any other named petitioners or respondents. It must also include the name of each tenant or tenant association that is a party, consistent with the requirements of § 3904.

D.C. Mun. Regs. tit. 14 et seq. § 14-3905 requires that any filing before the Rent Administrator correctly identify the property owner using the name on the registration statement. Compliant operators generally ensure their registration information is current and accurate so that captions in any proceeding reflect the correct owner name. Discrepancies between the registration statement and the caption could create procedural complications in a case.
