Plain English

Under D.C. Mun. Regs. tit. 14 et seq. § 14-3830, the Rental Housing Commission holds authority to dismiss an appeal involuntarily when a party fails to follow the Commission's procedural rules or when another lawful basis for dismissal exists. This provision gives the Commission discretion to close out an appeal without reaching its merits if compliance requirements are not met. The rule applies to any party who has filed an appeal before the Commission.

For Property Managers

Property owners and managers who file or respond to appeals before the Rental Housing Commission should be aware that D.C. Mun. Regs. tit. 14 et seq. § 14-3830 empowers the Commission to dismiss an appeal for procedural non-compliance. Operators who participate in Commission proceedings generally track all filing deadlines, submission requirements, and procedural directives carefully to avoid triggering an involuntary dismissal. Consulting a housing attorney familiar with Commission practice is a common step for landlords navigating the appeals process.

For Tenants

Tenants who have filed an appeal with the Rental Housing Commission should know that D.C. Mun. Regs. tit. 14 et seq. § 14-3830 allows the Commission to dismiss that appeal if procedural rules are not followed. Keeping track of deadlines, required filings, and Commission notices is a general practice among appellants seeking to preserve their appeal. Tenant-rights organizations in the District of Columbia can be a resource for understanding what procedural steps are typically required to keep an appeal active before the Commission.
