14 DCMR § 14-299
DEFINITIONS
Operative Text
299.1 The provisions of section 199 of chapter 1 of this title and the definitions set forth in that section shall be applicable to this chapter.
D.C. Mun. Regs. tit. 14 et seq. § 14-299 is a definitional cross-reference provision: it directs readers to the definitions found in § 14-199 (chapter 1 of title 14) and makes those definitions equally applicable to the chapter governed by § 14-299. In practical terms, any term used in this chapter carries the same meaning it has under § 14-199, ensuring consistent interpretation across the title. This kind of provision prevents conflicting or duplicative definitions from arising between chapters.
Plain English — not legal advice.
Property owners and managers operating under the chapter covered by D.C. Mun. Regs. tit. 14 et seq. § 14-299 should be aware that the controlling definitions for this chapter are found in § 14-199, not restated here. Compliant operators generally consult § 14-199 whenever a term's meaning is in question, rather than relying on informal or colloquial interpretations. Keeping a working familiarity with those cross-referenced definitions helps ensure that policies, notices, and practices align with the regulatory language as written.

Under D.C. Mun. Regs. tit. 14 et seq. § 14-299, the definitions that govern this chapter are drawn from § 14-199, meaning the meaning of key terms—such as those describing housing types, parties, or regulated units—is set by that earlier section. Tenants who encounter an unfamiliar or disputed term in a notice or agreement covered by this chapter can look to § 14-199 for the official regulatory definition. Tenant-rights organizations in the District of Columbia can help explain how those definitions apply in general contexts, and tenants may also raise definitional questions before the relevant D.C. housing authority.
