14 DCMR § 14-205
RENEWAL OF HOUSING BASIC BUSINESS LICENSES
Operative Text
205.1 The Director may, upon application by a licensee, issue a renewal of a housing basic business license subject to subsequent determination that all provisions of the applicable laws and regulations are being observed by the licensee. 205.2 The premises of each license renewal applicant shall be subject to the inspection provisions of this chapter.
Under D.C. Mun. Regs. tit. 14 et seq. § 14-205, the District of Columbia allows the Director to renew a housing basic business license when a licensee submits an application, with the renewal conditioned on a finding that the licensee is complying with all applicable laws and regulations. As part of the renewal process, the licensed premises are subject to inspection under the same chapter's inspection provisions. This means a license renewal is not automatic—it carries an ongoing compliance review and the possibility of a physical inspection of the property.

Property owners and managers seeking to renew a housing basic business license in the District of Columbia should be aware that D.C. Mun. Regs. tit. 14 et seq. § 14-205 makes renewal contingent on demonstrated compliance with all applicable housing laws and regulations. Compliant operators typically ensure their properties meet code requirements before submitting a renewal application, since the premises may be inspected as part of the process. Maintaining up-to-date records of repairs, inspections, and any prior violations can support a smooth renewal review.

D.C. Mun. Regs. tit. 14 et seq. § 14-205 establishes that a landlord's housing basic business license renewal depends on compliance with applicable laws and regulations, and that the rental premises may be inspected during the renewal process. Tenants may find this provision relevant if they believe their building has unresolved code violations, since those conditions could bear on whether a renewal is properly granted. General enforcement paths available to tenants include filing complaints with the District's housing regulatory authorities or reaching out to a local tenant-rights organization for information about how the renewal and inspection process works.
