14 DCMR § 14-2003
AGREEMENTS WITH HOUSING PROVIDERS
Operative Text
2003.1 DCHA and the housing provider shall execute a Tenant Assistance Contract consistent with the provisions of chapter 19, section 1916. 2003.2 DCHA may enter into preliminary agreements with housing providers, prior to the execution of a Tenant Assistance Contract which specifies the conditions under which a contract shall be executed. 2003.3 All other provisions of chapters 17, 18 and 19 of the Tenant Assistance Program shall be applicable to the extent consistent with other provisions of this chapter.
Under D.C. Mun. Regs. tit. 14 § 14-2003, the District of Columbia Housing Authority (DCHA) is required to enter into a formal Tenant Assistance Contract with any participating housing provider, following the standards set out in chapter 19, section 1916. Before that formal contract is signed, DCHA may also establish preliminary agreements that outline the conditions for eventual contract execution. The broader rules governing the Tenant Assistance Program found in chapters 17, 18, and 19 continue to apply alongside this section, as long as they do not conflict with it.
Plain English — not legal advice.
Housing providers participating in the Tenant Assistance Program under D.C. Mun. Regs. tit. 14 § 14-2003 generally execute a formal Tenant Assistance Contract with DCHA that conforms to chapter 19, section 1916 requirements. Operators should be aware that DCHA may first offer a preliminary agreement spelling out the conditions that must be met before the full contract is signed. Compliant housing providers also remain subject to the full set of program rules in chapters 17, 18, and 19, so familiarity with those chapters is part of maintaining a valid agreement with DCHA.

For tenants receiving or seeking rental assistance through DCHA, D.C. Mun. Regs. tit. 14 § 14-2003 establishes that your housing provider must have a properly executed Tenant Assistance Contract with DCHA, governed by chapter 19, section 1916, as a condition of program participation. If a housing provider is not operating under such a contract, that gap may be relevant to the validity of the assistance arrangement. Tenants who have concerns about whether their housing provider is properly contracted with DCHA may contact DCHA directly or reach out to a local tenant-rights organization for general guidance on the program's requirements.
