D.C. Code tit. 42 § 42-3508.01
Declaration of policy.
Operative Text
In order to assist in stimulating the expansion of the supply of decent, safe, and affordable rental housing for low- to moderate-income persons in the District, the Council declares as its policy that the Mayor and the Council shall: (1) Use the District’s bonding authority to provide low-interest financing for the construction of new rental units and the rehabilitation of vacant rental units; and (2) Provide tax abatements and other incentives for the construction of new rental units and the rehabilitation of vacant rental units.
D.C. Code § 42-3501.01 et seq. § 42-3508.01 sets out the District of Columbia's stated policy goal of expanding the supply of affordable rental housing for low- to moderate-income residents. To pursue that goal, the Council directs the Mayor and Council to explore low-interest financing through the District's bonding authority and to offer tax abatements and other incentives for building new rental units or rehabilitating vacant ones. This provision is a declaration of intent and policy direction rather than a rule that imposes specific obligations on private parties.
Plain English — not legal advice.
Property owners and developers interested in new construction or rehabilitation of vacant rental units may find that D.C. Code § 42-3501.01 et seq. § 42-3508.01 signals the District's commitment to supporting such projects through financing tools and tax incentive programs. Operators who work with low- to moderate-income housing markets generally stay informed about available bonding-backed loan programs and tax abatement opportunities that the District may offer under this policy framework. Consulting the relevant District agencies can help identify which specific programs are currently active and accepting applications.

D.C. Code § 42-3501.01 et seq. § 42-3508.01 reflects the District's formal commitment to increasing the availability of affordable rental housing for low- to moderate-income residents, which can shape the broader landscape of tenant protections and housing supply in the District. While this provision does not create individual tenant rights that can be directly enforced, it establishes a policy backdrop that informs other parts of the Rental Housing Act. Tenants seeking to understand how this policy translates into concrete protections or programs may find it useful to contact a local tenant-rights organization or the District's housing agencies for guidance.
