25 Del. C. ch. 56 § 5603
Right to Representation Coordinator duties
Operative Text
(a) The Coordinator shall manage the funding provided by the State Court Administrator under § 5604 of this title. (b) The Coordinator shall coordinate, oversee, and organize outreach, engagement, and education events and activities regarding the rights in this chapter and may enter into contracts or issue grants to fulfill the Coordinator’s duty under this section. Subject to the availability of appropriate funding, the education events and activities must include all of the following: (1) Hosting in-person and virtual know-your-rights trainings and other workshops for tenants, rental property owners, and property managers. (2) Distributing written information to tenants and providing landlords with the written information that must be distributed to tenants. (3) Outreach to tenants regarding how to form and maintain tenant associations. (4) Referring tenants to designated organizations as appropriate.
Section 5603 of Delaware's landlord-tenant code establishes a Right to Representation Coordinator whose primary responsibilities include managing state-allocated funds and running a broad public-education program. The Coordinator is authorized to host in-person and virtual know-your-rights workshops, distribute written materials to tenants and landlords, provide guidance on forming tenant associations, and connect tenants with designated support organizations. These duties are designed to ensure that both tenants and rental property owners have access to information about the rights established elsewhere in Chapter 56.

Under 25 Del. C. § 5603, the Coordinator is required to supply landlords with the same written informational materials that must be distributed to tenants, meaning compliant property owners and managers generally make themselves aware of and pass along those materials. Operators who attend the in-person or virtual workshops offered through the Coordinator's outreach program can stay current on the rights and obligations outlined in Chapter 56. Engaging with these resources is a practical way for rental property owners and managers to demonstrate good-faith familiarity with Delaware's right-to-representation framework.

Section 5603 of Title 25 creates a Coordinator whose job includes running free know-your-rights trainings—both in person and online—specifically for tenants, so renters in Delaware have a formal channel for learning about their Chapter 56 rights. The Coordinator is also tasked with outreach on how to form and maintain tenant associations and with referring tenants to designated organizations that may be able to provide further assistance. Tenants who want to learn more about these resources or find a referral organization can look to the Coordinator's outreach activities as a starting point, and tenant-rights organizations in Delaware may also be able to help identify available programs.
