Cal. Civ. Code § 8-68f-14
Posting of Policies, Rules and Regulations
Operative Text
(a) Schedules of special charges for services, repairs and utilities, and the landlord’s rules and regulations that shall be incorporated into the lease by reference, shall be publicly posted in a conspicuous manner in the premises’ office, if any, and other central locations within the premises. Copies of such documents shall be provided to the tenants and shall be furnished to prospective tenants upon request. Such schedules, rules and regulations may be modified from time to time by the landlord, provided the landlord shall give at least thirty (30) calendar days written notice to each affected tenant setting forth the proposed modification and the reasons therefore, and provide the tenants with an opportunity to present written comments. A copy of such notice shall be: (1) Delivered directly or mailed to each tenant; and (2) Posted in at least three (3) conspicuous places within each structure or building in which the affected dwelling units are located, as well as in a conspicuous place at the premises’ office, if any, or posted in a similar central business location within the premises. (b) Prior to the proposed modification becoming effective, the landlord shall summarize the relevant comments received and provide a response as to why such comments were or were not incorporated. Such summary and response shall be provided to each affected tenant.
Under Conn. Agencies Regs. § 8-68f-14, landlords are required to publicly post schedules of special charges, services, repairs, utilities, and any rules and regulations that are incorporated into leases, placing them in conspicuous locations such as the premises' office and other central areas. Copies must be given to current tenants and made available to prospective tenants on request. When a landlord wants to modify these schedules or rules, at least 30 calendar days' written notice must be given to affected tenants, explaining the proposed change and the reasons for it, and tenants must be given a chance to submit written comments. Before any modification takes effect, the landlord must summarize the comments received and explain in writing why those comments were or were not incorporated into the final decision.

Operators subject to Conn. Agencies Regs. § 8-68f-14 generally maintain up-to-date postings of all special-charge schedules and lease-incorporated rules in the premises' office and at least three conspicuous locations within each affected building. When any modification is planned, compliant operators deliver or mail written notice to each affected tenant at least 30 days in advance, simultaneously posting that notice in the required locations, and they keep a record of the stated reasons for the change. Before the modification takes effect, operators prepare a written summary of tenant comments received and document their response explaining which comments were or were not incorporated, then distribute that summary to all affected tenants.

Conn. Agencies Regs. § 8-68f-14 gives tenants the right to receive copies of all posted charge schedules and rules, and to be notified at least 30 days before any modification takes effect. Tenants also have the right to submit written comments on proposed changes and to receive a written summary explaining how those comments were considered before the modification becomes effective. If a landlord fails to follow these notice and posting requirements, tenants may raise that non-compliance as a relevant issue in a dispute, contact a local tenant-rights organization for guidance, or reach out to the Connecticut Department of Housing to understand available options.
