Cal. Civ. Code § 17b-812-9
Reexamination of family income
Operative Text
(a) The department or its agent shall conduct an annual reexamination of the income and family composition of families participating in the rental assistance program. The department or its agent shall adjust the amount of each family's assistance payment at the time of the annual reexamination to reflect changes in the family's adjusted gross income. (b) During the term of the eligible family's rental agreement, the eligible family shall report changes in income or any change in family composition to the department or its agent within thirty days. (Effective March 21, 1996; Amended February 9, 2000; Amended May 31, 2007; Amended December 28, 2012)
Under Conn. Agencies Regs. § 17b-812 § 17b-812-9, the Connecticut Department of Social Services or its designated agent is required to review each participating family's income and household composition every year and adjust rental assistance payments accordingly. Separately, families receiving assistance must notify the department or its agent within thirty days whenever their income or household composition changes during the lease term. These two requirements work together to keep assistance amounts aligned with each family's current circumstances.
Plain English — not legal advice.
Conn. Agencies Regs. § 17b-812 § 17b-812-9 places the annual reexamination obligation on the department or its agent rather than on the property owner, but landlords participating in the rental assistance program generally stay informed about the reexamination cycle because assistance payment amounts may be adjusted as a result. Operators typically maintain current lease and occupancy records so that any changes in the assistance payment can be reconciled promptly. Familiarity with this provision helps property managers anticipate potential payment adjustments tied to a tenant's reported income or family composition changes.

Conn. Agencies Regs. § 17b-812 § 17b-812-9 gives participating families both a right and a responsibility: the department or its agent must conduct a yearly review of your income and household size, and you are required to report any changes in income or family composition within thirty days of when they occur. Failing to report changes on time could affect the accuracy of your assistance payment and potentially create compliance issues under the program. Tenants who have questions about how to report changes or what counts as a reportable event may find it helpful to contact the department directly or reach out to a local tenant-rights organization familiar with Connecticut rental assistance programs.
