Plain English

Under Colo. Rev. Stat. § 38-12-221, when county or municipal authorities determine that utility conditions in a mobile home park pose a significant health or safety danger to residents, the park's landlord is required to allow government officers or employees to enter the property. This access is specifically for the purpose of investigating or studying the identified danger. The provision applies regardless of other laws that might otherwise limit such access.

For Property Managers

Under Colo. Rev. Stat. § 38-12-221, a compliant mobile home park operator recognizes that a formal finding of significant health or safety danger related to park utilities triggers a mandatory access obligation. Operators generally maintain clear records of utility systems and cooperate with county or municipal investigators when such a finding is made. Familiarity with this provision helps park management respond appropriately when government officers or employees request entry for investigative or study purposes.

For Tenants

Colo. Rev. Stat. § 38-12-221 establishes that residents of a mobile home park have a legal basis to expect that county or municipal authorities can access the park to investigate utility conditions that pose a significant health or safety danger. If residents believe utilities in their park present such a danger, they may consider contacting their local county or municipal government to report the concern and inquire about an investigation. Tenant-rights organizations familiar with mobile home park law can help residents understand what options may be available under this provision.
