Alaska Stat. § 18.80. § 18.80.110
Investigation and conciliation
Operative Text
The executive director or a member of the commission's staff designated by the executive director shall informally investigate the matters set out in a filed complaint, promptly and impartially. If the investigator determines that there is substantial evidence of an unlawful discriminatory practice under this chapter, the investigator shall immediately try to eliminate or remedy the discriminatory practice through an agreement reached by conference, conciliation, and persuasion. If an agreement is reached, it must be reduced to writing and signed by the complainant, executive director, and respondent. The agreement is binding and enforceable under this chapter as an order of the commission. An agreement reached under this section may include the compromise of damages authorized under this chapter.
Alaska Statute AS 18.80 § 18.80.110 establishes an informal investigation process for housing discrimination complaints filed with the Alaska State Commission for Human Rights. When an investigator finds substantial evidence of an unlawful discriminatory practice, the law directs staff to pursue resolution through conference, conciliation, and persuasion rather than immediate formal proceedings. Any agreement reached through this process must be put in writing, signed by all parties, and carries the same legal force as a formal commission order, including the possibility of compromised damages.
Plain English — not legal advice.
Under AS 18.80 § 18.80.110, a property owner or manager named as a respondent in a discrimination complaint can expect commission staff to conduct an informal, impartial investigation before any formal action is taken. If the investigator finds substantial evidence of a violation, compliant operators generally engage in good faith during the conference and conciliation process. Any written agreement signed at the conclusion of that process is legally binding and enforceable as a commission order, so operators typically treat its terms with the same seriousness as a formal ruling.

AS 18.80 § 18.80.110 gives tenants who file a discrimination complaint the right to have that complaint investigated promptly and impartially by Alaska State Commission for Human Rights staff. If substantial evidence of discrimination is found, the law requires staff to actively work toward eliminating the discriminatory practice through a conciliation process in which the complainant is a named, signing party to any resulting agreement. Tenants who are unsatisfied with the conciliation process or its outcome may wish to consult a tenant-rights organization or legal aid provider to understand other enforcement paths available under AS 18.80.
