Ala. Code §§ 24-10-1 to 24-10-11 § 24-10-3
Legislative Findings.
Operative Text
(a) It is hereby found and declared that Alabama is in need of more safe, decent, and affordable housing for residents with incomes at or below 60 percent of the median family income. (b) It is further declared that the lack of affordable housing in Alabama adversely affects a community’s ability to develop and maintain a viable and stable economy. The establishment of the Alabama Housing Trust Fund is intended to: (1) Provide a flexible source of funding for all Alabama communities to address their affordable housing needs. (2) Help families attain economic stability. (3) Revitalize blighted and distressed neighborhoods by creating safe, decent, and affordable housing. (4) Contribute to economic growth through increased housing production, employment, and tax revenue, thereby benefiting all Alabama residents. (5) Alleviate deficiencies in the supply of safe, decent, and affordable housing for residents with incomes at or below 60 percent of the median family income, many of whom are physically disabled, elderly, victims of domestic violence, veterans, homeless or on the verge of homelessness, living with HIV/AIDS, or living with developmental disabilities. (6) Alleviate deficiencies in the supply of safe, decent, and affordable housing in rural areas of the state.
Section 24-10-3 of the Alabama Code sets out the legislature's formal findings and policy rationale behind the Alabama Housing Trust Fund. It recognizes that a shortage of safe, decent, and affordable housing harms both individual residents—particularly those earning at or below 60 percent of the area median family income—and the broader economic health of Alabama communities. The provision identifies specific populations facing acute housing need, including elderly residents, veterans, people experiencing homelessness, and individuals with disabilities, and frames the Trust Fund as a flexible tool to address these gaps statewide, including in rural areas.
Plain English — not legal advice.
Under § 24-10-3, the Alabama legislature has formally acknowledged the statewide shortage of affordable housing and established the policy foundation for the Alabama Housing Trust Fund. Property owners and developers who work with affordable housing programs in Alabama generally operate within this framework, which prioritizes serving households at or below 60 percent of median family income. Understanding these legislative findings can help operators contextualize eligibility requirements, funding priorities, and community-benefit expectations tied to Trust Fund resources.

Section 24-10-3 establishes the legislative intent behind the Alabama Housing Trust Fund, which was created in part to expand housing options for lower-income residents, including those who are elderly, disabled, veterans, or experiencing homelessness. Tenants who fall within the income threshold of 60 percent of median family income may be among those the Trust Fund programs are designed to serve. Those seeking to learn about available housing assistance under this framework can explore resources through local housing authorities, Alabama's state housing agency, or tenant-rights organizations familiar with Trust Fund programs.
