Under Ala. Admin. Code r. 535-X-17 § 535-X-17-.03, any manufacturer or retailer (dealer) — whether located inside or outside Alabama — must obtain an annual license from the Alabama Manufactured Housing Commission before selling manufactured (mobile) homes or manufactured buildings (modulars) that will be shipped to or placed in Alabama. The requirement also covers anyone who rebuilds or sells rebuilt units, and all manufacturers physically located in Alabama must be licensed regardless of where their products are ultimately delivered. Each license runs from January 1 through December 31 of the year it is issued, unless it is revoked earlier under the procedures set out in Section 24-5-6 of the Code of Alabama, 1975.
Plain English — not legal advice.
Property owners or managers who purchase manufactured or modular homes for placement in Alabama should be aware that, under § 535-X-17-.03, the seller or dealer they work with is required to hold a current annual license issued by the Alabama Manufactured Housing Commission. Compliant dealers typically obtain their license before January 1 of each year, renew it annually, and ensure their license remains active through December 31. Verifying a dealer's license status before entering into a purchase or siting agreement is a standard due-diligence step that operators in this space generally take.

If you are renting or purchasing a manufactured or mobile home in Alabama, § 535-X-17-.03 requires that the dealer or manufacturer involved in the transaction hold a valid annual license from the Alabama Manufactured Housing Commission. Tenants and buyers have a general right to know whether the party selling or placing a unit is properly licensed, and license status can typically be verified directly with the Commission. If you believe a dealer or manufacturer is operating without the required license, contacting the Alabama Manufactured Housing Commission or a tenant-rights organization can help you understand what options may be available.
