Alabama Administrative Code r. 535-X-12T § 535-X-12T-.02 establishes the official definitions that apply throughout Chapter 535-X-12T, which governs manufactured housing installation and transport in Alabama. Key terms include 'Manufactured Housing Unit,' which covers a broad range of factory-built residential structures—including those built to federal HUD standards—as well as 'Certified Installer,' 'Transporter,' and 'Roadways.' These definitions set the scope of who and what is regulated under the chapter, ensuring consistent interpretation of the rules that follow.

Property owners and managers who deal with manufactured or modular homes in Alabama should be aware that § 535-X-12T-.02 broadly defines 'Manufactured Housing Unit' to include not just traditional manufactured homes but also modular buildings and any structures built to HUD standards. Operators who hire someone to install or move a unit on their property should confirm that the individual or company qualifies as a 'Certified Installer' or 'Transporter' as defined by this provision and recognized by the Alabama Manufactured Housing Commission (AMHC). Understanding these definitions helps ensure that all related activities on a property fall within the correct regulatory framework established by the chapter.

Tenants living in manufactured or modular homes in Alabama may find it useful to know that § 535-X-12T-.02 defines their dwelling broadly, potentially including HUD-code homes and modular structures, which means the protections and requirements of Chapter 535-X-12T may apply to their housing situation. If questions arise about whether a home qualifies as a 'Manufactured Housing Unit' under this rule, or whether the person who installed or moved the home was a properly 'Certified Installer,' tenants can reach out to the Alabama Manufactured Housing Commission (AMHC) for clarification. Tenant-rights organizations familiar with manufactured housing law can also help residents understand how these definitions affect their rights under the broader chapter.
