Ala. Admin. Code r. 535-X-12 § 535-X-12-.01 establishes that every manufactured home and manufactured building (modular) in Alabama—whether new or used—must be installed by someone who holds a valid certification from the Commission. The rule is grounded in protecting the health, safety, and welfare of occupants and users of these structures. No uncertified person is permitted to perform such installations, regardless of the age or condition of the unit.

For Property Managers

Under Ala. Admin. Code r. 535-X-12 § 535-X-12-.01, property owners and managers who place or set up manufactured homes or modular buildings on a site generally ensure that only Commission-certified installers are engaged for that work. Retaining documentation of an installer's certification is a common practice among compliant operators. Using an uncertified installer—even for a used or relocated unit—falls outside what this rule permits.

For Tenants

Ala. Admin. Code r. 535-X-12 § 535-X-12-.01 gives occupants of manufactured homes and modular buildings a basis to expect that their unit was installed by a Commission-certified professional. If there is reason to believe an installation was performed by an uncertified individual, tenants may consider contacting the Alabama Commission responsible for manufactured housing to inquire about certification records or file a concern. Tenant-rights organizations familiar with Alabama housing law can help explain what options may be available in a given situation.
