PIH Notice § 2015-02 extends the administrative guidance originally issued under PIH Notice 2010-19, directing Public Housing Agencies (PHAs) to use HUD's Enterprise Income Verification (EIV) system as mandated by federal regulation at 24 CFR § 5.233. The EIV system is a web-based tool that allows PHAs to verify tenant income information using data from federal sources. This notice remains in effect until it is amended, superseded, or rescinded by HUD's Office of Public and Indian Housing.
Plain English — not legal advice.
Public Housing Agencies and Section 8 program administrators covered by PIH Notice § 2015-02 are generally expected to incorporate the EIV system into their income verification processes as a mandatory step under 24 CFR § 5.233. Compliant operators typically ensure that staff responsible for tenant eligibility determinations are trained on EIV usage and that the system is consulted during annual recertifications and interim reexaminations. PHAs with questions about implementation can reach HUD's Office of Public and Indian Housing directly at the contact information provided in the notice.

Under PIH Notice § 2015-02, residents and applicants of Public Housing, Housing Choice Voucher, and Project-Based Voucher programs should be aware that PHAs are required to use the EIV system to verify income information submitted during eligibility and recertification processes. This federal income verification requirement, rooted in 24 CFR § 5.233, is designed to promote accuracy in benefit determinations. Tenants who have questions about how their income information is being verified may contact their local HUD field office or reach out to a tenant-rights organization familiar with public housing regulations.
