PIH Notice 2011-19 extends the life of PIH Notice 2010-11, which was set to expire on April 30, 2011, by reinstating it without a new expiration date. The earlier notice established procedures allowing Housing Choice Voucher program participants with disabilities to request exception payment standards as a reasonable accommodation under 24 CFR § 982.505(d). Those procedures remain in force until HUD issues a superseding directive or guidance.
Plain English — not legal advice.
Public housing agencies and administrators of the Housing Choice Voucher program should be aware that, under PIH Notice 2011-19, the exception payment standard request procedures from PIH Notice 2010-11 remain operative. Compliant agencies continue to accept and process reasonable accommodation requests from participants with disabilities seeking exception payment standards above the normally applicable amounts. Operators generally maintain documentation of such requests and approvals in accordance with the procedures outlined in the cross-referenced notices and 24 CFR § 982.505(d).

Under PIH Notice 2011-19, Housing Choice Voucher participants with disabilities retain the right to request an exception payment standard as a reasonable accommodation, a process originally established in PIH Notice 2010-11. This means a voucher holder whose disability-related needs require housing that exceeds the standard payment amount may submit a formal request to their administering agency. Tenants who believe this right has been denied or ignored may contact their local public housing agency, reach out to HUD directly, or consult a tenant-rights or disability-rights organization for general information about available options.
