HUD HCV Guidebook § 6
Cooperative housing is housing owned by a nonprofit corporation or association, where a member of the
corporation or association has the right to reside in a particular apartment and to participate in management
of the housing. Residents purchase memberships in the ownership entity. Rather than being charged rent, a
cooperative member is charged a carrying charge.

This section applies to rental assistance for a cooperative member residing in cooperative housing. The
section does not apply to assistance for a cooperative member who has purchased membership using HUD’s
HCV homeownership option, or to rental assistance for a family that is not a cooperative member, and simply
leases a cooperative housing unit from a cooperative member.
