HUD HCV Guidebook § 3.1.2
Payment Standard
PHAs need to be careful not to limit their rent reasonableness analysis to only mid-range units or only units in
certain more affordable neighborhoods. Voucher families may choose to rent units above the payment
standard. As a rule of thumb, the PHA should collect data on units with gross rents at least 20-25 percent
above the greater of the payment standard or the FMR, including any HUD approved exception payment
standards.
