HUD HCV Guidebook § 2
Prior to executing a HAP contract and processing housing assistance payments, the PHA must5
determine that the owner of the assisted unit is eligible to participate in the Housing Choice Voucher
program. An “owner” in the HCV program is any person or entity with the legal right to lease or
sublease a unit to a participant. In this context, the term “owner” also includes a principal or other
interested party.
