HUD HCV Guidebook § 2.2
Executive Order 11063, signed by President Kennedy on November 20, 1962, preceded the Civil Rights Act of
1964. This order was amended by Executive Order 12892 and together they prohibit discrimination, including
segregation based on race, color, religion, sex, familial status, disability, or national origin in the sale, leasing,
rental, or other disposition of properties and facilities owned or operated by the Federal government or
provided with Federal funds. For HUD’s regulations implementing these Executive Orders, see 24 CFR parts
107 and 121.
