There are four factors that PHAs must3 consider when determining eligibility for the HCV program. In addition
to the eligibility factors, there are screenings that the PHA must4 conduct that may result in denial of
assistance. Each factor is summarized below and then discussed further in a corresponding subsection.
Before denying assistance for any criteria, the PHA should review Section 12, Denial of Assistance, to ensure
compliance with the Violence Against Women Act (VAWA) and other nondiscrimination requirements.
