Yonkers, N.Y., Code of Ordinances ch. 58 § 58-24
Permit to install or alter heating systems
Operative Text
A. No heating system shall be installed or altered in a building housing three or more families without the approval of the Commissioner of the Department of Housing and Buildings. Unless otherwise excepted, such approval shall be evidenced by the issuance of a permit by the Department. B. Prior to the issuance of such permit, the applicant shall submit a certified report and/or calculations indicating compliance of such heating system installation or alteration with design criteria of the New York Uniform Code, this chapter and the rules and regulations of the Department. C. Minor repairs which do not affect the heating capacity of the system shall not require a permit.
Section 58-24 of the Yonkers Code of Ordinances requires that any installation or alteration of a heating system in a building with three or more residential units receive prior approval from the Commissioner of the Department of Housing and Buildings, typically evidenced by a permit. Before a permit is issued, the applicant must submit certified documentation showing that the proposed work complies with the New York Uniform Code and applicable departmental rules. Minor repairs that do not affect the system's heating capacity are exempt from this permit requirement.

Under Yonkers Code § 58-24, property owners managing buildings with three or more units generally secure a permit from the Department of Housing and Buildings before undertaking any heating system installation or alteration. Compliant operators typically prepare and submit certified reports or engineering calculations demonstrating that the planned work meets the New York Uniform Code and departmental standards prior to beginning work. Routine minor repairs that leave heating capacity unchanged fall outside the permit requirement, but operators commonly document the nature of such repairs to distinguish them from regulated alterations.

Section 58-24 of the Yonkers Code establishes that heating system work in multi-family buildings of three or more units must be properly permitted, which means tenants have a basis to inquire whether major heating work in their building was conducted with the required approval. If a heating system was installed or significantly altered without the Commissioner's approval, that unpermitted work may be relevant to housing complaints or code-enforcement proceedings. Tenants who have concerns about heating system work in their building can contact the Yonkers Department of Housing and Buildings to verify permit status or reach out to a local tenant-rights organization for guidance on available options.
