A. A Rental Housing license may be revoked upon the occurrence of any of the following events: 1. If the applicant is found to have made false statements, misrepresentations, or fraudulent statements on the Rental Housing License application or other information required by this Chapter; 2. Upon a finding of guilt in City Court for failure to comply with any property maintenance, zoning, building, fire, or other applicable city, county, or state codes; or failure to correct deficiencies stated in Violation Notice(s) or Court Appearance Ticket(s). 3. Failure to comply with the provisions of this ordinance or other relevant City of White Plains ordinances. B. The Building Commissioner may revoke a Rental Housing license by notifying the owner in writing via hand delivery or certified mail. A license revocation shall take effect 14 business days after a notice of revocation is sent to the owner. Prior to the effective date of a revocation, a property owner may request a hearing. The Building Commissioner shall hold a hearing on the revocation, and shall issue a ruling in writing within seven business days of the conclusion of the hearing. C. When a Rental Housing License has been revoked, or when an application for a Rental Housing License has been denied, it shall be unlawful for the property owner to rent or lease the rental housing unit(s) until the Rental Housing License for the property has been issued, re-issued or reinstated.
Under White Plains Mun. Code ch. 4-29 § 4-29-13, a Rental Housing License in White Plains can be revoked for reasons such as submitting false information on an application, being found guilty of code violations in City Court, failing to correct deficiencies within a provisional license period, or not complying with applicable city ordinances. The Building Commissioner carries out revocations by written notice, and the revocation takes effect 14 business days after that notice is sent. Once a license is revoked or an application is denied, renting or leasing the affected unit(s) is unlawful until the license is properly reinstated or reissued.
Plain English — not legal advice.
Property owners and managers operating under White Plains Mun. Code ch. 4-29 § 4-29-13 generally maintain accurate and complete license applications, stay current with property maintenance and code compliance, and address any cited deficiencies well before deadlines. When a revocation notice arrives, compliant operators are aware that they have a window of 14 business days before the revocation takes effect, during which they may request a hearing before the Building Commissioner. Continuing to rent a unit after a license has been revoked or denied exposes an owner to legal liability, so operators typically ensure licensure is fully reinstated before resuming any rental activity.

White Plains Mun. Code ch. 4-29 § 4-29-13 establishes that tenants have an interest in knowing whether their landlord holds a valid Rental Housing License, since renting a unit without one is unlawful. If a tenant suspects their landlord's license has been revoked or was never issued, they may contact the White Plains Building Department to inquire about the license status of their unit. Tenant-rights organizations can also help residents understand what options may be available when a landlord is operating without a valid license.
