Plain English

Watervliet, N.Y., Code of Ordinances ch. 175 § 175-5 defines the scope of the city's residential property code by specifying which types of properties fall under its rules and which do not. The chapter covers a broad range of residential settings—from single-family homes and two-family dwellings to multi-unit buildings, mixed-use structures, and their accessory buildings—as well as the land on which they sit. However, mobile homes, mobile home courts, and transient or temporary housing arrangements such as hotels, motels, nursing homes, and farm labor camps are explicitly excluded from the chapter's requirements.

For Property Managers

Property owners and managers operating residential buildings in Watervliet should be aware that ch. 175 § 175-5 brings most conventional residential properties—including one- and two-family homes, multiple dwellings, mixed-use buildings with residential units, and accessory structures—within the scope of this chapter's obligations. Compliant operators generally confirm whether their specific property type falls within the covered categories or qualifies for one of the named exclusions before assuming the chapter applies or does not apply. Those managing properties that could be characterized as transient housing should review Subsection B carefully, as the exclusions are defined by use type, not simply by physical structure.

For Tenants

Tenants living in standard residential housing in Watervliet—including apartments in multi-unit buildings, units in mixed-use buildings, or dwellings with accessory structures—are generally covered by the protections and standards established under ch. 175 § 175-5. Tenants in hotels, motels, nursing homes, or other temporary or transient arrangements are explicitly excluded from this chapter's coverage, which may affect what remedies or standards apply to their situation. Tenants who are uncertain whether their housing type falls within the chapter's scope may find it helpful to consult a local tenant-rights organization or review the full text of ch. 175 for additional context.
