Watervliet, N.Y., Code of Ordinances ch. 175 § 175-40
A. General requirements. (1) Fuel gas piping systems shall be installed and maintained so as to remain gastight, safe and operative under conditions of use. (2) Fuel gas piping systems shall provide a supply of gas sufficient to meet the maximum expected demand of the installed gas-burning appliances connected thereto. B. Shut-off valves. (1) Gas piping systems shall have at least one accessible means for shutting off all gas supply, and such means shall be maintained in good operating condition. (2) An easily accessible shut-off valve or cock shall be provided in the piping in close proximity to and ahead of every outlet for a gas appliance. C. Service equipment for gas supplied from utility mains. Gas services, gas meters and gas pressure regulators shall be located so that they are protected from damage. D. Gas refrigerators and ranges. Gas refrigerators and ranges shall be installed with clearance for ventilation and shall be maintained in good operating condition. E. High pressure gas. Any service connection supplying gas at a pressure in excess of one pounds per square inch shall be provided with a device to reduce such pressure to not more than 1/2 pounds per square inch prior to entering the meter, except where such service supplies equipment using gas at high pressures. F. Liquefied petroleum gas. (1) Undiluted liquefied petroleum gas in liquid form shall not be conveyed through piping equipment and systems in buildings. (2) Liquefied petroleum gas shall not be vaporized by devices utilizing open flames or open electrical coils. (3) Where two or more containers are installed, connection shall be arranged so that containers can be replaced without shutting off the flow of gas to equipment. (4) Containers shall be designed, stored and located so as not to be a hazard to the premises served, or to the surrounding property. (5) Systems shall be provided with safety devices to relieve excessive pressures and shall be arranged so that the discharge terminates at a safe location. (6) Systems shall have at least one accessible means for shutting off the gas. Such means shall be located outside the building and shall be maintained in good operating condition.

Plain English

Section 175-40 of the Watervliet Code of Ordinances establishes comprehensive safety standards for fuel gas systems in buildings, covering everything from piping integrity and shut-off valves to liquefied petroleum gas (LPG) storage and pressure regulation. The rule requires that gas piping remain gastight and capable of meeting appliance demand, that accessible shut-off valves be present and functional, and that meters and regulators be protected from damage. For LPG systems specifically, the provision prohibits conveying undiluted liquid petroleum through building piping, mandates pressure-relief safety devices, and requires an exterior shut-off accessible outside the building.

For Property Managers

Property owners and managers operating under Watervliet Code ch. 175 § 175-40 generally ensure that all fuel gas piping is regularly inspected for leaks and maintained in gastight condition, with accessible shut-off valves kept in good working order near every gas appliance outlet. Compliant operators also verify that gas meters, regulators, and service equipment are positioned to avoid physical damage, and that gas refrigerators and ranges have adequate ventilation clearance. For properties using liquefied petroleum gas, operators typically confirm that containers are safely sited, pressure-relief devices are functional, and an exterior shut-off valve is accessible and operational.

For Tenants

Under Watervliet Code ch. 175 § 175-40, tenants have an interest in knowing that their landlord is responsible for maintaining gastight fuel gas piping, functional shut-off valves near each gas appliance, and properly installed gas refrigerators and ranges with adequate ventilation. If a tenant notices signs of a gas leak, a missing or inoperable shut-off valve, or improperly stored LPG containers, these may constitute violations of this provision that can be reported to the appropriate local code enforcement authority. Tenants can also consult a tenant-rights organization to understand how documented code violations under § 175-40 might be raised in housing proceedings or used to request repairs.
