Watervliet, N.Y., Code of Ordinances ch. 175 § 175-34
Prohibited accumulations and storage
Operative Text
It shall be unlawful: A. To accumulate or store on residential premises, except in approved locations, any highly flammable or explosive matter, such as paints, volatile oils, cleaning fluids and similar materials, or any combustible refuse liable to spontaneous combustion, such as wastepaper, boxes, rags or similar materials. B. To accumulate or store materials on fire escapes or stairs, in stairways or passageways, at doors or windows or in any other locations where, in the event of fire, such materials may obstruct egress of occupants or interfere with fire-fighting operations.
Section 175-34 of the Watervliet Code of Ordinances prohibits two categories of dangerous storage on residential properties. First, it bars keeping highly flammable or explosive substances—such as paints, volatile oils, or cleaning fluids—and combustible materials prone to spontaneous ignition, like wastepaper or rags, anywhere on the premises except in locations specifically approved for such storage. Second, it forbids placing any materials on fire escapes, stairs, stairways, passageways, doorways, or windows where those materials could block residents from exiting or hamper firefighting efforts during an emergency.

Operators of residential properties in Watervliet should ensure that flammable, explosive, or combustible materials are stored only in designated, code-approved locations, consistent with § 175-34. Compliant property managers routinely inspect fire escapes, stairwells, hallways, and exit points to confirm they remain clear of stored items at all times. Lease terms and tenant communications that address proper storage practices help reinforce these requirements throughout the building.

Under § 175-34 of the Watervliet Code of Ordinances, tenants have an interest in knowing that their building must be kept free of dangerous accumulations and blocked egress routes. If a tenant observes flammable materials stored improperly or exits and fire escapes obstructed by stored items, they may report the condition to the appropriate Watervliet municipal code enforcement office. Tenant-rights organizations can help residents understand what options are generally available when a property appears to be out of compliance with local housing and fire-safety codes.
