Watervliet, N.Y., Code of Ordinances ch. 175 § 175-30
Exits
Operative Text
A. Safe, continuous and unobstructed exits shall be provided from the interior of the building to the exterior at street or grade level. B. Exits shall be arranged, constructed and proportioned so that occupants may escape safely from the building in case of emergency. C. In one- and two-family dwellings, in addition to a primary exit from the building, there shall be provided a secondary exit or, in lieu thereof, one or more exit openings for emergency use. D. In multiple dwellings, approved exits shall be provided.
Section 175-30 of Watervliet's Code of Ordinances requires that all residential buildings maintain safe, clear, and uninterrupted pathways from inside the building to the outside at street or ground level. One- and two-family homes must have both a primary exit and a secondary exit or emergency escape opening. Multiple dwellings must have exits that meet approved standards. The overarching goal of this provision is to ensure occupants can evacuate safely during an emergency.
Plain English — not legal advice.
Under § 175-30, compliant residential property operators generally ensure that all exit pathways remain free of obstructions, are structurally sound, and lead continuously from the building's interior to street or grade level. Operators of one- and two-family dwellings typically verify that both a primary exit and a secondary exit or qualifying emergency escape opening are present and functional. Those managing multiple dwellings confirm that all exits meet the approved standards referenced in this section, and routine inspections help document ongoing compliance.

Section 175-30 establishes your right to live in a building with safe, unobstructed exits that allow for emergency evacuation. If exits appear blocked, broken, or otherwise inadequate—or if a one- or two-family dwelling lacks the required secondary exit or emergency escape opening—tenants may report the condition to the City of Watervliet's code enforcement office. Tenant-rights organizations can also help residents understand what remedies or complaint processes may be available under this provision.
