Troy, N.Y., Code of Ordinances ch. 177 § 177-6
Designation of managing agent
Operative Text
A. In the event that the owner of a rental property does not reside within 20 miles of the City limits, or if the owner is not a natural person, such owner shall be required to designate a managing agent. B. The managing agent shall be a natural person, 18 years of age or older, who actually resides within 20 miles of the City limits or has a regular place of business within 20 miles of the City limits. C. The managing agent shall be designated by the owner as the person responsible for and in control of the maintenance and operation of such rental property and upon whom process may be served on behalf of the owner. D. Nothing contained in this section shall be construed as preventing a corporation which is an owner of real property from designating as its managing agent with respect thereto any officer of such corporation who meets the requirements of this section as to location of the residence or the place of transacting business of the managing agent. E. Any designation as managing agent made pursuant to the provisions of this section shall remain in full force and effect until changed or terminated as herein provided.
Section 177-6 of Troy, N.Y., Code of Ordinances ch. 177 requires that rental property owners who live more than 20 miles from Troy's city limits, or who are not individual people (such as corporations or LLCs), must formally designate a managing agent. That managing agent must be an adult individual who either lives or maintains a regular place of business within 20 miles of the city. The designation remains in effect until it is formally changed or terminated, and the managing agent can legally receive court process on the owner's behalf.
Plain English — not legal advice.
Under § 177-6, operators who are non-resident or non-individual owners of Troy rental property are generally expected to identify and register a qualifying managing agent — a real adult person with a residence or business presence within 20 miles of Troy. Corporate owners should note that a qualifying officer of the corporation may serve in this role, provided that officer meets the location requirements. Keeping the managing agent designation current and on file helps demonstrate ongoing compliance with this chapter.

Section 177-6 establishes that qualifying Troy rental properties must have a locally accessible managing agent who can be served with legal process on the owner's behalf, which can be relevant when tenants need to pursue formal action. If a property appears to lack a properly designated managing agent as required by ch. 177 § 177-6, tenants may consider raising that issue with the City of Troy or relevant local code enforcement office. Tenant-rights organizations familiar with Troy housing code can help explain how this requirement intersects with other tenant protections.
