Operative Text
A. The owner of real property purchased at a foreclosure sale or obtained through a deed in lieu of foreclosure shall, within 30 days of the date of the sale, notify, in writing, the Troy City Assessor of the name of the owner, the mailing address of the owner, the actual physical address of the owner and a contact telephone number at which the owner may be reached. B. Said owner shall maintain the real property in a manner consistent with the requirements of the Code of the City of Troy. C. Penalties for offenses. Any corporation, firm, business or person who violates any provision of this section shall be guilty of a violation and upon conviction thereof shall be punished by a fine of $1,000 per day for each and every day said violation continues. Any fines imposed, together with any fees, costs and charges, may become a lien on the property and collected at the same time and in the same manner as property taxes are collected.
Under Troy, N.Y., Code of Ordinances ch. 176 § 176-28, when real property changes hands through a foreclosure sale or a deed in lieu of foreclosure, the new owner must notify the Troy City Assessor in writing within 30 days, providing ownership details and contact information. The owner is also required to keep the property in compliance with Troy's city code. Violations of either requirement can result in a fine of $1,000 for each day the violation continues, and unpaid fines may be placed as a lien on the property and collected alongside property taxes.
Plain English — not legal advice.
Operators who acquire property through foreclosure or a deed in lieu of foreclosure in Troy should be aware that § 176-28 requires written notification to the Troy City Assessor within 30 days of acquisition, including the owner's name, mailing address, physical address, and a reachable phone number. Compliant property managers also ensure the property meets all applicable Troy city code standards on an ongoing basis. Because violations accrue at $1,000 per day and can become a lien on the property, timely notification and consistent code compliance are the hallmarks of responsible post-foreclosure ownership under this provision.

Tenants living in a property that has recently gone through foreclosure in Troy may find § 176-28 relevant if the new owner has failed to register with the Troy City Assessor or is not maintaining the property to city code standards. These failures constitute violations that can be reported to the City of Troy, and fines of $1,000 per day may be assessed against a non-compliant owner. Tenants who believe their building is being neglected after a foreclosure transfer can reach out to Troy's code enforcement office or a local tenant-rights organization to learn about available complaint processes and potential remedies.
