Under Syracuse Rev. Gen. Ord. ch. 27, art. 9 § 27-140, compliant rental property operators obtain the affidavit of compliance form from the Syracuse Division of Code Enforcement, review each code requirement on the checklist, and confirm that their property substantially satisfies those requirements before signing. Because the affidavit must be notarized and sworn to prior to submission, operators typically arrange for notarization before delivering the completed form by mail or in person. Keeping copies of submitted affidavits and any supporting inspection records is a common practice among operators seeking to demonstrate ongoing compliance with the rental registry requirements.

Syracuse Rev. Gen. Ord. ch. 27, art. 9 § 27-140 requires that a landlord or property manager formally swear, under notarization, that a rental property substantially meets applicable code standards as part of the rental registry process. Tenants can contact the Syracuse Division of Code Enforcement to verify whether a rental property has a current, valid affidavit of compliance on file. If a property appears to lack a compliant registration or if code conditions seem inconsistent with what was affirmed, tenants may consider filing a complaint with the Division of Code Enforcement or reaching out to a local tenant-rights organization for general guidance.
