Syracuse, N.Y., Rev. Gen. Ord. ch. 27 § 27-135
Registration application requirements for entities
Operative Text
(a) An owner of a one-family and/or two-family non-owner occupied dwelling that is a limited liability company (LLC), corporation, or general or limited partnership must provide the name, domicile address and telephone number of each principal, partner, associate, member and/or any other party responsible for the contracts and obligations of the LLC, corporation, or general or limited partnership, and submit that information with the rental registry application form. (b) No post office box addresses will be accepted as addresses for any of the information required in this section. (c) At the time of initial registration, an owner of a one-family and/or two-family non-owner occupied dwelling that is an LLC, corporation, or general or limited partnership must attach the LLC, corporation, or general or limited partnership's articles of organization, articles of incorporation, or partnership agreement along with the entity's operation agreement or similar document. (d) In no event shall an LLC be an owner occupant for purposes of this article.
Syracuse Rev. Gen. Ord. ch. 27, art. 9 § 27-135 requires that when a one- or two-family non-owner-occupied rental property is owned by an LLC, corporation, or partnership, the entity must disclose the names, physical domicile addresses, and phone numbers of all principals and responsible parties as part of the city's rental registry process. Post office box addresses are not accepted for any of this required information. At initial registration, the entity must also submit its foundational formation documents—such as articles of organization, articles of incorporation, or a partnership agreement—along with any operating agreement. Notably, an LLC can never qualify as an owner-occupant under this article, regardless of circumstances.
Plain English — not legal advice.
Property owners operating through an LLC, corporation, or partnership in Syracuse should be aware that § 27-135 of Syracuse Rev. Gen. Ord. ch. 27, art. 9 imposes specific disclosure obligations at the time of rental registry registration. Compliant operators typically gather the full legal names, physical domicile addresses (not P.O. boxes), and telephone numbers of every principal, partner, member, or other party responsible for the entity's obligations before submitting the registry application. They also attach the entity's formation documents—such as articles of organization or a partnership agreement—along with any operating agreement, and they do not attempt to claim owner-occupant status through an LLC.
General guidance for property managers — not legal advice for your specific situation. Consult an attorney for advice on your case.
Under Syracuse Rev. Gen. Ord. ch. 27, art. 9 § 27-135, tenants renting from an LLC, corporation, or partnership have a right to expect that their landlord has registered the property with full disclosure of the real individuals responsible for the entity's obligations. If a tenant suspects that a corporate landlord has not complied with these registration requirements—for example, by using a P.O. box or omitting required formation documents—they may raise this as a potential violation with the relevant Syracuse city authority or consult a local tenant-rights organization to understand available options. Knowing that an LLC cannot claim owner-occupant status under this provision may also be relevant when evaluating certain landlord claims or exemptions.
