Respondent for the purposes of this article shall mean any person or entity charged with a municipal code or statutory violation within the city of Syracuse.
Syracuse Rev. Gen. Ord. ch. 27, art. 13 § 27-185 establishes the working definitions for key terms used throughout Article 13 of the city's code enforcement framework. It identifies who the 'Director' is, what counts as a 'municipal code or statutory violation' (covering property conservation, maintenance, and zoning infractions, but explicitly excluding Building Code violations), and what a 'notice of violation ticket' means. It also defines 'respondent' as any person or entity formally charged with such a violation within Syracuse.
Plain English — not legal advice.
Under § 27-185, property owners in Syracuse should understand that a notice of violation ticket is the formal written instrument that initiates the citation process, specifying the violation and the window to admit or deny the charge. The violations covered under this article relate to the Property Conservation Code, the International Property Maintenance Code, and Zoning Rules and Regulations — not the Building Code, which falls under a separate framework. Operators who receive such a ticket are considered 'respondents' and are subject to the adjudication process overseen by the Director of the bureau of adjudication.

Section § 27-185 of Syracuse Rev. Gen. Ord. ch. 27, art. 13 defines the scope of the city's municipal code enforcement system, which covers property conservation, maintenance, and zoning conditions that may affect public health, safety, or welfare. Tenants living in properties with such conditions may find it useful to know that violations in these categories can trigger a formal notice-of-violation process against the property owner as a 'respondent.'
