Under Syracuse Rev. Gen. Ord. ch. 27, art. 12 § 27-173, when a property owner or business operator fails to apply for a required certificate of use, the Director of Code Enforcement must notify the owner in writing of the violation. If neither the owner nor the proprietor submits the required application within the correction period, the code enforcement division may treat the failure as any other code violation and can deem the business unlawful under the 2010 New York State Property Maintenance Code. For Property Managers

Property owners subject to Syracuse Rev. Gen. Ord. ch. 27, art. 12 § 27-173 are generally expected to apply for a certificate of use before it becomes required, rather than waiting for a written notice of violation from the Director of Code Enforcement. Compliant operators typically track applicable deadlines and respond promptly to any written notices, submitting the required application within the correction period specified. Failure to act within that window can expose the property and any associated business to escalating code enforcement consequences, including potential closure.
