Under Schenectady, N.Y., Code of Ordinances ch. 210 § 210-14, compliant property owners submit their rental certificate applications before a unit is rented, thereby avoiding the elevated $100 late-application fee. Operators of standard units covered by § 210-8A generally budget for up to two $50 inspections per unit per calendar year, plus any necessary reinspection fees. Owners of larger properties subject to § 210-8C account for the $500 base fee and the per-unit surcharge for buildings exceeding ten units, and they take advantage of the one free reinspection before additional $100 reinspection fees apply.

Schenectady, N.Y., Code of Ordinances ch. 210 § 210-14 is part of the city's rental certificate program, which is designed to ensure rental units meet habitability and safety standards before and during occupancy. Tenants can be aware that their landlord is required to obtain a rental certificate, and a landlord's failure to do so triggers a higher fee under this provision—a signal that the certification process may not have been followed. Tenants who have concerns about whether their unit has been properly inspected and certified may contact the City of Schenectady's code enforcement office or consult a local tenant-rights organization to understand available options.
