For Property Managers

Under § 95-2, Rochester's Commissioner of Neighborhood and Business Development is responsible for producing and updating a Bill of Rights and Responsibilities that outlines key obligations for residential rental property owners. Compliant operators generally stay informed about the current version of this document, as it consolidates relevant federal, state, and local requirements into a single reference. Because the document is subject to revision to reflect legal changes or newly identified issues, property managers benefit from periodically checking for updated versions issued by the City.

For Tenants

Section § 95-2 of Rochester's Code of Ordinances establishes a right for tenants to access a clear, consolidated summary of their rights and responsibilities as renters within the City. This Bill of Rights and Responsibilities is drawn from a broad range of laws and policies and is updated over time, making it a useful starting point for understanding what protections may apply to a residential tenancy. Tenants who want to learn more about their rights under this framework can consult the City of Rochester's Neighborhood and Business Development office or reach out to a local tenant-rights organization for guidance on where to find the current document.
