Section 121-54 of Rensselaer's Code of Ordinances establishes baseline physical and operational standards for mobile home courts, covering design, drainage, surfacing, overhead wire clearance, lighting, and general upkeep. The rule requires that courts be laid out to provide privacy, natural light, and ventilation for each home, and that all common areas—walks, driveways, and parking—be paved, lit, and safely accessible. It also prohibits occupied travel or vacation trailers and other temporary living units from being stationed within a mobile home court.
Plain English — not legal advice.
Operators of mobile home courts in Rensselaer are generally expected to keep their properties in continuous compliance with the full range of requirements set out in § 121-54, including maintaining adequate stormwater drainage systems, ensuring paved and durable surfaces on all walks and driveways, and providing artificial lighting throughout common areas. Overhead wires above driveways and parking spaces must maintain at least 18 feet of clearance, and no occupied travel or vacation trailers may be allowed on the property. Routine documentation of maintenance activities and periodic inspections of drainage infrastructure, surfacing, and lighting can help demonstrate ongoing compliance with the ordinance's maintenance mandate.

Residents of mobile home courts in Rensselaer have an interest in the physical standards guaranteed by § 121-54, which requires that their court be designed and maintained to provide privacy, natural light, ventilation, safe drainage, and properly lit and surfaced common areas. If conditions such as poor drainage, deteriorated pavement, inadequate lighting, or the presence of occupied temporary trailers appear to fall short of these requirements, tenants may consider documenting the conditions and raising the ordinance as a basis for a complaint with the appropriate Rensselaer municipal authority. Consulting a local tenant-rights organization can help residents understand which enforcement paths are available under this provision.
