Section 121-32 of Rensselaer's Code of Ordinances establishes safety standards for fuel oil systems in buildings, covering how oil is received, stored, and moved through fixed, liquid-tight equipment. Storage tanks must be vented and installed in a way that does not create hazards for the property or neighboring properties. Piping connected to underground tanks must slope toward the tank, and fill and vent pipe terminals must be placed outside buildings at a safe distance from any openings; additionally, automatically operated boilers and furnaces must have a remote shutoff to stop oil flow in an emergency.
Plain English — not legal advice.
Property owners and managers operating fuel oil systems should ensure that all equipment covered under § 121-32 — including tanks, piping, and boilers or furnaces — meets the fixed, liquid-tight, and properly vented standards described in the ordinance. Compliant operators typically verify that underground tank piping is pitched correctly toward the tank and that fill and vent pipe terminals are positioned outside the building at a safe distance from openings. Automatic boilers and furnaces using fuel oil are generally equipped with a functioning remote control capable of stopping oil flow during a fire or other emergency, and tanks are routinely inspected to confirm they pose no hazard to the served premises or surrounding properties.

Tenants living in buildings with fuel oil heating systems have an interest in knowing that § 121-32 of Rensselaer's Code of Ordinances requires those systems to meet specific safety standards, including proper tank venting, safe piping configurations, and emergency shutoff controls on automatic boilers and furnaces. If a tenant observes conditions that appear to violate these requirements — such as improperly located fill pipes or equipment that seems to pose a hazard — they may consider reporting concerns to the appropriate local code enforcement or housing authority. Tenant-rights organizations can help residents understand what documentation to gather and what local complaint processes may be available under the Rensselaer municipal code.
