Poughkeepsie, N.Y., Code of Ordinances ch. 12 § 12-94
Structure to be vermin and rodent free
Operative Text
(a) The exterior of every structure used for human habitation shall be so maintained as to be vermin and rodent free. (b) Where a rodent and vermin problem exists, all exterior windows, doors and other openings two feet above ground level and below shall be screened or protected with acceptable wire mesh or other approved materials. Defects, cracks or holes shall be tightly sealed to prevent the entrance of vermin and rodents.
Section 12-94 of Poughkeepsie's Code of Ordinances requires that the exterior of any building used for human habitation be kept free of vermin and rodents. When an infestation or rodent problem is present, all exterior windows, doors, and other openings within two feet of the ground must be covered with wire mesh or other approved materials. Any cracks, holes, or defects in the exterior must be tightly sealed to block entry points for pests.

Under Poughkeepsie Code ch. 12 § 12-94, property owners and managers are generally expected to maintain building exteriors in a condition that prevents vermin and rodent access at all times. Compliant operators routinely inspect exterior openings, screens, and low-level gaps, and promptly seal any cracks or holes with approved materials. When a rodent or vermin problem is identified, operators typically install wire mesh or equivalent approved screening on all exterior openings within two feet of the ground level.

Section 12-94 of Poughkeepsie's Code of Ordinances gives tenants a basis to raise concerns when a building's exterior is not maintained free of vermin and rodents, or when openings near ground level are left unscreened during an active infestation. Tenants may report such conditions to the appropriate Poughkeepsie code enforcement or housing inspection office, which can investigate and require the property owner to make corrections. Tenant-rights organizations in the Hudson Valley area can also help residents understand how this provision applies to their housing situation and what general enforcement paths are available.
