Poughkeepsie, N.Y., Code of Ordinances ch. 12 § 12-2
It is hereby found and declared that there exist in the city structures used for human habitation, which are or may become in the future substandard with respect to structure, equipment or maintenance, and further that such conditions, together with inadequate provision for light and air, insufficient protection against fire hazards, lack of proper heating, unsanitary conditions and overcrowding, constitute a menace to the health, safety, morals, welfare and reasonable comfort of its citizens. It is further found and declared that the existence of such conditions, factors or characteristics will, if not remedied, create slum and blighted areas requiring large scale clearance, and further that, in the absence of corrective measures, such areas will experience a deterioration of social values, a curtailment of investment and tax revenue and an impairment of economic values. It is further found and declared that the establishment and maintenance of minimum housing standards are essential to the prevention of blight and decay and the safeguarding of public health, safety, morals and welfare.

Plain English

Section 12-2 of Poughkeepsie's Code of Ordinances, Chapter 12, sets out the city's formal rationale for regulating housing conditions. It recognizes that substandard structures — those lacking adequate light, air, fire protection, heating, or sanitation, or suffering from overcrowding — pose risks to public health, safety, and welfare. The provision also acknowledges that unchecked deterioration can lead to blight, reduced property values, and lost tax revenue, making minimum housing standards a civic necessity.

For Property Managers

Chapter 12, § 12-2 of the Poughkeepsie Code establishes the foundational policy that minimum housing standards exist to prevent blight and protect public welfare. Compliant property owners and managers generally maintain their structures, equipment, and common areas in a condition that meets those minimum standards — addressing issues like heating, sanitation, fire safety, and adequate light and air before they become violations. Understanding this legislative backdrop helps operators appreciate why the city's housing inspection and enforcement framework carries the weight it does.

For Tenants

Section 12-2 of Poughkeepsie's Code of Ordinances, Chapter 12, reflects the city's formal recognition that substandard housing conditions — such as lack of heat, poor sanitation, fire hazards, or overcrowding — are treated as threats to public health and welfare, not merely private matters. This legislative finding underpins the broader minimum housing standards that tenants may be able to invoke when conditions in their home fall short. Tenants who believe their housing is substandard may explore options such as contacting the city's housing or code enforcement office, raising habitability concerns through available local complaint processes, or reaching out to a tenant-rights organization for general information about next steps.
