For Property Managers

Operators of rental dwellings in Port Jervis are expected to ensure that every unit meets the plumbing standards set out in Code § 319-7 before occupancy and throughout the tenancy. Compliant operators routinely verify that toilets, lavatories, bathtubs or showers, and kitchen sinks are each connected to both hot and cold water lines tied to an approved water-heating source, an approved water supply, and an approved sewage disposal system. Rooming house operators additionally track the ratio of sleeping rooms to plumbing fixtures, maintaining at least one toilet, one bathing fixture, and one lavatory for every six sleeping rooms, and address any maintenance issues promptly to keep all fixtures in good working order.

For Tenants

Under Port Jervis Code § 319-7, tenants in dwelling units have a right to functioning indoor plumbing that includes a private toilet and lavatory, a private bathtub or shower, and a kitchen sink—all supplied with both hot and cold running water. If any of these fixtures are missing, improperly installed, or not maintained in good working order, that condition may constitute a housing code violation that tenants can report to the Port Jervis Code Enforcement office. Tenants may also wish to document the condition in writing and consult a local tenant-rights organization to understand the range of options available, which can include raising a code violation as a defense in certain housing proceedings.
