For Property Managers

Under § 319-22, the Board of Appeals generates periodic records of its decisions that are filed with the enforcement officer, the Planning Commission, and the Common Council, making those decisions part of the public administrative record. Property owners and managers who have cases before the Board can generally expect that outcomes will be documented and shared across these municipal bodies. Staying aware of advisory reports issued under this section can also help operators anticipate potential shifts in local housing standards.

For Tenants

Section 319-22 creates a publicly accessible paper trail of Board of Appeals decisions, since reports are filed with the enforcement officer, the Planning Commission, and the Common Council at least every six months. Tenants who have been involved in an appeal or who want to understand how similar cases have been decided may be able to review these reports through the relevant municipal offices. Tenant-rights organizations familiar with Port Jervis housing rules can help residents understand how the Board's documented decisions and any advisory recommendations under this section may be relevant to their situations.
