For Property Managers

Under § 319-18, property owners and managers who have matters before the Port Jervis Board of Appeals should be aware that the board operates under formally adopted rules of procedure, which are part of its written record and publicly available. Compliant operators generally familiarize themselves with those procedural rules before submitting appeals or appearing at hearings, since the board's conduct of business is governed by them. Knowing the board's composition—seven members aligned with the Zoning Board of Appeals—can also help operators understand the decision-making structure they are engaging with.

For Tenants

Section 319-18 establishes the Port Jervis Board of Appeals as a formal body with seven members and defined procedural rules, which means tenants have access to a structured forum for raising certain housing-related appeals. Tenants who believe a decision affecting their housing situation warrants review may look to the board's written rules of procedure—part of its official record under § 319-18—to understand how to participate in the process. Tenant-rights organizations familiar with Port Jervis or New York General City Law, Article 3 can help explain what types of matters the board hears and what procedural steps are generally involved.
