For Property Managers

Under Port Jervis Code ch. 319 § 319-10, compliant property operators generally ensure that screened doors with functioning self-closing mechanisms are in place by May 1 each year and that at least one ventilation window per room is screened through September 30. Basement and cellar openings are permanently equipped with rodent-proof screens or barriers regardless of season. Owners of multifamily dwellings also maintain approved garbage and rubbish storage facilities in designated locations, and they coordinate or carry out extermination as required when the responsibility falls to the owner rather than the occupant.

For Tenants

Port Jervis Code ch. 319 § 319-10 establishes that dwellings must be kept free of rodents and vermin at all times, and that proper screens and garbage facilities must be provided — rights that tenants can reference if these conditions are not met. Depending on how the lease allocates responsibility, either the occupant or the owner bears the duty of extermination, so reviewing your lease alongside this provision can clarify who is obligated to act. Tenants who believe a violation exists may consider documenting conditions, contacting the Port Jervis Code Enforcement office, or reaching out to a local tenant-rights organization for general guidance.
