Section 332-5 of Peekskill's Code of Ordinances places a set of maintenance and conduct responsibilities directly on the occupants of dwelling units, rather than on property owners. These responsibilities include keeping occupied spaces clean and safe, maintaining plumbing and appliances in sanitary condition, keeping exits clear, disposing of garbage properly, controlling pests when only their unit is affected, and managing pets appropriately. The rule also limits occupancy to the maximum number permitted under Chapter 332 and requires occupants who supply their own cooking or refrigeration equipment to keep it in working order.

For Property Managers

Under § 332-5, Peekskill's Uniform Code assigns a defined set of upkeep duties to tenants for the portions of the premises they occupy or control, which can be relevant when evaluating lease compliance and unit condition. Operators generally document unit conditions at move-in and move-out to establish a baseline, and they maintain records of any notices related to sanitation, pest activity, or exit obstructions that may implicate tenant-side obligations under this section. When pest infestations extend beyond a single unit, responsibility may shift, so property managers typically track the scope of any infestation carefully in light of § 332-5(F).

For Tenants

Section 332-5 outlines the specific areas where Peekskill's Uniform Code holds occupants—rather than landlords—accountable for conditions in the space they occupy or control. Tenants should be aware that obligations such as pest extermination under § 332-5(F) apply only when the infestation is confined to their unit, meaning a building-wide problem may fall under different responsibilities. Tenants who believe a landlord is improperly attributing a code violation to them, or who have questions about how these occupant duties interact with their lease, may find it useful to consult a local tenant-rights organization or the City of Peekskill's code enforcement office for general information.
